Screening, Assessment, Referral and Treatment (SART) System

SART is a new countywide initiative to increase early identification of children with developmental or social emotional concerns and provide early intervention and services to help children reach their full potential. Developed with input from a broad range of stakeholders in Alameda County, SART aims to address current gaps and the fragmented system of care for children who have developmental or social emotional concerns.

The planning process involved representatives from County agencies, the Regional Center of the East Bay, school districts, Family Resource Network, Children’s Hospital and Research Center Oakland, the Child Care Planning Council, Early Care and Education, the Pediatric Community, and other community-based agencies.

SART Mission

Implement a family-centered, coordinated, accessible system of community support, prevention and treatment that meets the developmental and behavioral needs of all Alameda County children 0-5.

SART Key Components

  1. Early identification of children through enhanced screening efforts
  2. A coordinated system of triage and referral
  3. Appropriate and timely assessment services for all children
  4. Increased capacity for community supports and treatment services
